PREA Standards for Juvenile Facilities
The Mission Statement for PREA, the Prison Rape Elimination Act, is to achieve compliance by developing guidelines and policies for prevention, detention, response, and monitoring of sexual abuse and harassment within the Georgia Department of Juvenile Justice secure facilities, residential programs, and community service offices operated by the State or its contractors..
On May 17, 2012, the Department of Justice released the final version of the Prison Rape Elimination Act (PREA) Standards with an effective date of August 20, 2012. The success of the Georgia Department of Juvenile Justice implementation of these standards will depend on DJJ effectiveness as an agency and facility leadership to foster a zero tolerance culture that prioritizes efforts to combat sexual abuse, misconduct and harassment.
The PREA Standards for Juvenile Facilities will govern all juvenile facilities, including our contracted community residential programs. The goal of these standards is to prevent, detect, and respond to sexual abuse, misconduct and harassment. Over the past months, the agency has been preparing for the implementation of these standards.
The Division of Secure Facilities' Intelligence Unit and the Office of Training presented PREA Management Training, training held on September 13th and 14th at the DJJ Training Facility in Forsyth, Georgia.
Georgia Response to PREA is the blueprint on developing processes and systems in Georgia Department of Juvenile Justice. An introduction of Georgia's holistic approach in integrating PREA using outcome measures to improve operations. These measures are designed to focus on whether operations are effective. The outcome measures are tied to each PREA Standard, providing insights into whether the desired conditions are being achieved and maintained. To move closer to a zero tolerance the outcome measures are based on the elimination of the non-completion numbers.
